Google keyword tool says there are no searches?

google keyword tool says there are no searches for plasterers, handymen, landscapers, painter and decorators etc in stoke on trent. this cant be the case, could someone explain please.|||if it a rather low number, or inconsistant it will say 'no data' or not enough or something. if it is zero it may be an error, or just true
